¡No es demasiado tarde para escribir cartas!
Sin duda se puede parar el proyecto Pascua lama
El proyecto Pascua Lama de Barrick Gold en las cumbres de los Andes entre Chile y Argentina amenaza valiosísimos
recursos de agua y antiguos glaciares. ¡Pero aún puede ser detenido!
CONAMA, la Comisión Nacional chilena para el Medio Ambiente, aceptó 42 de las 46 denuncias presentadas
contra la decisión de COREMA (la Comisión Regional de Medioambiente) de aceptar el EIA de Barrick y permitir
que siguiera el proyecto en el entendido que no se tocaría los glaciares. La Presidenta Bachelet fue elegida en
parte por sus promesas medioambientales, y la nueva jefa de CONAMA tiene una sólida reputación ambientalista.
Barrick no ha explicado aún como planea faenar sin perturbar "accidentalmente" los glaciares, tampoco ha
respondido las grandes interrogantes sobre el uso y la contaminación del agua a ambos lados de la frontera

El trato de $60 millones con los que Barrick intentó comprar la oposición de los agricultores regantes del Valle del
Huasco ha sido declarado inválido por la Dirección General de Aguas del Ministario de Obras Públicas, ya que
debería haber sido aprobado por una asamblea general especial del Comité de protección del río Huasco y sus
tributarios, no sólo por los directores.
Continúan siendo planteados en este caso los derechos de las comunidades indígenas diaguitas, y la discusión
puede ir a la Corte Interamericana de Derechos Humanos si CONAMA dictamina en favor de Barrick. Existe
también la posibilidad de que los derechos de concesiones mineras sobre Pascua Lama, que son cruciales para
el desarrollo exitoso del proyecto, puedan ser regresados al ingeniero de minas Rodolfo Villar quien sostiene que
vendió la propiedad a Barrick en 1997 por 10 millones de dólares pero sólo recibió $10.000 pesos chilenos.
Mientras tanto, el gobierno canadiense ha iniciado una serie de mesas redondas de discusiones formales sobre
la necesidad de regular las actividades de las empresas mineras canadienses que operan internacionalmente.
Las mesas redondas parten en junio en Vancuver y terminan en Montreal en noviembre

El proyecto Pascua Lama es sólo un ejempo más de por qué se necesita extender y fortalecer
la entera variedad de reglamentaciones que rige a las empresas, desde la declaración de la bolsa de valores
hasta las convenciones medioambientales y de derechos humanos.

It's not too late to write letters!
Barrick Gold's Pascua Lama project in the Andean
peaks between Chile and Argentina threatens
precious water resources and ancient glaciers.
But it can still be stopped!
CONAMA, the Chilean National Environmental
Commission, has accepted 42 of the 46 complaints
that were filed against the COREMA (Regional
Environmental Commission) decision accepting
Barrick's EIA and allowing the project to proceed
as long as the glaciers were not touched.
President Bachelet was elected in part on her
environmental promises, and the new head of
CONAMA has a solid green reputation.
Barrick has not yet explained how it plans to
mine without "accidentally" disturbing the
glaciers, nor has it addressed the larger
questions around water use and contamination on
both sides of the Argentina-Chile border. See

The $60 million deal with which Barrick tried to
buy off the opposition of the irrigation farmers
of the Huasco Valley has been declared invalid by
the Public Works Ministry's General Directorate
of Waters, since it would have to have been
approved by a special general assembly of the Rio
Huasco and Tributaries Protection Committee, not
just by the Directors.
The rights of the indigenous Diaguitas in this
case are still being argued, and the case may go
to the Interamerican Human Rights Tribunal if
CONAMA rules in favour of Barrick. There is also
the possibility that the mining concessions right
around Pascua Lama, which are crucial to the
successful development of the project, may be
returned to mining engineer Rodolfo Villar who
claims he sold the property to Barrick in 1997
for $10 million US but only received 10,000
Chilean pesos.
Meanwhile, the Canadian government has initiated
a series of formal round table discussions on the
need to regulate the activities of Canadian
mining companies operating internationally. The
round tables kick off in June in Vancouver and
end in Montreal in November (see

The Pascua Lama project is just one
more example of why the whole range of
regulations governing corporations needs to be
expanded and strengthened, from stock market
disclosure to environmental and human rights
conventions.
